Seabrook City Council, Positions 3

Paul's Goals for Seabrook....

Personal Accomplishments since May 2006:

  • Negotiated Service Contract with Seabrook Volunteer Fire Department, Approved by City Council and SVFD. 
  • Re-Established working relationship between City of Seabrook and SVFD.
  • Formed new Fire/EMS committee
  • Was successful on passing a City Council agenda item that re-classifies budget line item from 25% reserves to “Emergency Fund” line item.  This is a continued focus on preparing the city for emergencies.
  • Formed Contract with City of Seabrook and CLEMC to allow for CLEMC to move an ambulance unit from the City of Kemah to City of Seabrook Fire house #1 on a full time basis.
  • Bring professionalism and common sense to the council
  • Conduct city business with a complete and thorough thought process
  • Hurricane and natural disaster preparedness.

  • Increase the reserves to prepare to get the city back on track after a disaster.  "I will be actively involved in both pre-hurricane and post-hurricane preparedness.  I will work on a 30- to 60-day post-national disaster plan to help restore the city as needed and ensure that the city has financial resources set aside for this reconstruction."

  • Look at options for locations and funding to move the waste treatment plant.
    "While the existing waste treatment plant is both a nuisance and hinders economic development, it also is quite vulnerable to a major storm and could be rendered inoperable after such a national disaster. If the sewer plant is damaged and disabled by a major storm, then no Seabrook resident can return home until it is operational. As your representative on Council, I will look at all viable options and proceed to make changes to benefit the city." Continue to protect the city's concerns about Port's rail yard within the city's limits. "When elected to Council, I will be actively monitoring the outcomes of the current law suits
    concerning eminent domain, the Port Authority, and the rail yard within Seabrook’s city limits and when a court decision is made will pursue all options to better the city of Seabrook." Work with the Texas Department of Transportation with the future expansion of Highway 146. "While expansion is underway, as a council member, I will work to reduce the disruption to Seabrook businesses while striving to increase the benefits to residences." Work with Planning and Zoning on a high rise ordinance that will protect current residences and business owners, but will also allow new development of prime location. "As a member of Council, I will act on behalf of Seabrook residents to ensure that a high rise ordinance is developed with the citizen in mind, is fair to the builder and developer, and also protects the integrity of our most precious asset – our location on the water."
